PJM's Interconnection Queue Reform: What Data Center and IPP Developers Should Expect

For years, PJM's interconnection queue operated on a serial, first-come-first-served basis: a project's place in line was set by when it applied, not by how close it was to actually being built. That let speculative, under-financed or under-permitted projects occupy queue positions for years, pushing back study timelines for the projects behind them that were genuinely ready to proceed.
PJM's reform replaces that model with a cluster-based, first-ready-first-served process. Applications are grouped into study "Cycles," and developers must clear progressive milestones — site control, permitting progress, financial commitment — to remain in the study group. Projects that can't demonstrate readiness are filtered out earlier, rather than sitting in the queue and consuming study capacity that could go to a project closer to construction.
That reform is a real improvement, but developers should be careful not to read it as a promise of a short timeline. Even under the reformed process, a new large-load or generation interconnection request still runs through feasibility study, system impact study and facilities study stages, followed by whatever transmission or substation upgrades those studies identify as necessary. Stacked together, that is realistically a multi-year process for most projects of meaningful size — and that timeline is set by transmission system constraints, not by how quickly a developer can secure equipment or complete construction on their own site.
PJM has also layered in narrower tools that offer partial relief without waiting for the full queue to clear: Provisional Interconnection Service, which lets a generator begin delivering energy before all required network upgrades are complete as long as an interim study shows no transmission violation; Surplus Interconnection Service, which lets a project use interconnection capacity that an existing facility isn't fully using around the clock; and an Expedited Interconnection Track aimed at larger, advanced-stage projects that can demonstrate they are genuinely shovel-ready. Each of these narrows the gap for a specific category of project, but none of them eliminates the underlying reality that transmission-level upgrades take time to plan, permit and build.
That's the practical reason fast power has shifted, for many developers, from a contingency plan to a default line item in project planning. A facility's required energization date and the date its permanent PJM interconnection capacity actually becomes available are two different dates, and the gap between them doesn't close just because the queue process itself has gotten more disciplined.
