PJM's Reliability Resource Initiative and Expedited Interconnection Track, Explained

PJM has rolled out two separate mechanisms aimed at getting new generation online faster than its standard interconnection queue would otherwise allow, and while both get described loosely as "fast-track" programs, they work differently and serve different purposes.
The Reliability Resource Initiative (RRI) was a one-time review that selected a batch of advanced-stage, largely gas-fired projects specifically to help close a near-term resource adequacy gap, with the goal of bringing that selected capacity online meaningfully faster than the standard cluster study process would achieve. It was a defined, time-limited exercise rather than an ongoing pathway — a batch of specific projects chosen because they were judged shovel-ready enough to matter for near-term reliability.
The Expedited Interconnection Track (EIT), approved by FERC as a separate proposal, is an ongoing rather than one-time mechanism: a capped number of large, qualifying interconnection requests — generation resources above a defined capacity threshold that can demonstrate genuine construction-readiness — can be considered each year on an expedited basis, aiming for a materially faster path to a completed generation interconnection agreement than the standard process.
The distinction matters for how a developer should plan. RRI was a specific, closed selection process — a project not already part of that batch has no path into it. EIT is a recurring but capped opportunity, meaning a project can apply for it, but a limited number of slots are available each year and qualification requires demonstrating advanced, shovel-ready status.
What both mechanisms share is that neither eliminates timeline risk entirely. Being selected for RRI or accepted onto the EIT accelerates the interconnection agreement and study process, but the physical construction of any required network upgrades still takes real time, and that construction timeline can still diverge from a project's committed energization date. For that reason, it's prudent for developers — even those pursuing or already benefiting from RRI or EIT — to plan a bridge power option in parallel, rather than treating a fast-track interconnection designation as a guarantee that no gap will need to be bridged.
